Resource-rich communities continue to wallow in abject poverty, human rights abuses and environmental degradation, while investors and mineral title holders enriches themselves and impoverishes their host communities. The Community Development Agreements (CDAs) are mere paperwork to legitimise the exploitation by mineral title holders. The agreement positions the host communities as beggarly entities.
